Imagine you want to provide a service, such as cell phone service, in a developing country such as the Republic of Chad. Many users of your service may not have access to the banking system. Your business model may include, in addition to the cell phone service, providing electronic money transfer and payment services. You want to develop a stablecoin cryptocurrency to facilitate the electronic transfers and payments, including payment of the users' cell phone bills.

Should the stability of the cryptocurrency be based on a fiat-currency or a commodity? If a fiat currency, should it be the currency of the country, the US dollar, the Euro, or a basket of currencies? If a commodity, should it be gold, or should it be a commodity plentiful in the country, such as oil? Should a bank be involved?

The goal, is a report answering these questions and detailing the reasons and inputs for arriving at the answers.
